The tricky question is how do you usher in private money. This is one of the aims of South Africa's new energy plan - the IRP 2010. This is a forecast of energy needs for the next 20 years and sets out how they are going to be met. But these plans to bring private investors to the party were dealt a body blow by a surprise move by South Africa's power regulator, NERSA. ABN's Samantha Loring reports.
